I use the following with the Sprinter 2000:

Videocable from Sprinter with scart connector to a RGB to S-Video converter. Output from the converter with an S-video cable to a TV card from my PC. I can see a picture but the quality is not so good.

Is it possible to get a better quality?

This device looks cheap. I don't think it can produce good quality image.

P.S. I thought it is not too hard to find RGB SCART TV in Europe, or at least Commodore monitor (I even found one in USA):

P.P.S. Try this simple converter from SCART to S-Video to get black-and-white picture (from green):

SCART cable for Sprinter:

For my TV THOMPSON when I was in Russia at 2002 I removed resisors to get simplified cable (see above), but problem with SCART is that picture is bigger than normal TV safe area (you will not see command line in FlexCommander for example), so for better results you need to have Commodore monitor or something similar with 15kHz/50Hz enabled
