Suggestions about new web-engine
Probably it's time to think about new engine for this web-site. Any suggestions about what has to be kept or removed and also what features should be added.

My thoughts:
- forum is good think to have, but it has to be more functional like phpBB or better
- comments for everything is a little bit problematic because of huge amount of spam, so I believe it can be removed
- may be some user driven content in some places as wiki or something similar

phpBB is a good choice I think. The only downside is that being fairly big, it attracts a fair deal of adbots.

Forum is not very good as main part of site - it is fairly hard to find out result of a discussion in all details. Something like blog posts with attached discussions would fit our needs much better. When a newbie came to the site he does not know what was discussed and what decisions were taken before he happened to join the community.

I used to use .e107 on my old website, and it worked relatively well without any issues with addbots.
Also, I would suggest putting in a discussion forum here for more generalized discussion on ternary computers.

Is the discussion section supposed to be the theory section? I was more thinking something like a place to have discussions about things like practical application for ternary, recent developments in ternary, and etc.
I'm just suggesting .e107 because its got a lot more you can do with it, and its one of the more secure options available. Plus there are a ton of plugins available, and they are free. They do have forum plugins for it yes, but I was suggesting for a CMS.
As far as site features I'm thinking some kind of flash media section for users to upload videos to would be cool. Also, maybe a wiki of some kind?

Uhm, as for new features to be added I suggest a blacklist database to block malicious or annoying users/bots. That and a challenge requirement for registering. Considering this is one of like 2 ternary sites in existence with active members I'd hate to see it fall victim to hackers and advertisers. Which is why I'd also recommend either updating XOOP's or replacing it with a better web content management system. The current version 2.0(c) has a lot of vulnerabilities.
